Michigan winters are long rather than merely cold, and that duration is what matters for roofing. Lake-effect bands can dump snow on the western and northern parts of the state repeatedly through a season, and a roof that carries accumulation for months is in a different situation from one that clears between storms.

The freeze-thaw cycle either side of that is the second problem, and the two combine: partial thaws produce meltwater, meltwater refreezes at the eaves, and ice dams do the rest.

Repeated lake-effect snowfall means a roof rarely gets a chance to shed before the next band arrives. Sustained load matters structurally, and it also keeps a layer of insulating snow on the roof that lets escaping heat melt it from underneath even in genuinely cold weather.

That is the ice dam mechanism, and in Michigan it runs for months rather than for a few days. Ice-and-water shield at the eaves is the defense of last resort; attic air sealing and ventilation are the actual fix.
