New York is really two roofing markets. Downstate is dominated by low-slope and flat roofs on dense buildings where access, tenants and drainage define the job. Upstate, particularly in the snow belt east of the lakes, the defining factor is accumulation measured in feet rather than inches.
Very little useful advice applies to both, which is why we specify from the building rather than from the state.

Two states in one
On a city flat roof, the work is drainage, parapet and edge detailing, and getting materials up and waste down without disrupting the building or the street. Ponding is the enemy, and freeze-thaw turns ponding into seam failure.
In the snow belt, sustained load and ice damming take over. Lake-effect bands can deliver several feet in a day, and a roof there needs eave protection and ventilation that would be overkill in Manhattan and is barely adequate near Buffalo.
