Pennsylvania has a great deal of genuinely old housing, and that changes roofing work more than the weather does. Original slate, board decking rather than plywood, framing that was sized by eye, and attics that predate the idea of insulation are all common, and all of them affect what can sensibly be done.
The weather then does its part: real snow across much of the state, a long freeze-thaw season, and enough summer humidity to punish an attic with nowhere for air to go.

Old roofs need a different eye
Board decking behaves differently from plywood. Boards move independently, gaps open as they dry, and fastening patterns that suit a modern deck do not necessarily hold. Finding that out during the inspection is much better than discovering it after tear-off has started.
Slate is its own discipline. A sound slate roof can outlive several asphalt ones, and replacing it with asphalt because a few slates slipped is a decision worth making deliberately rather than by default.
