California is the one state where the roof is a fire safety component before it is anything else. In wildfire-prone areas the assembly, the vents, the eaves and the gaps under tile all matter, because the common failure mode is not flame contact but wind-driven embers finding a way into a vent or under a tile edge and igniting the structure from inside.
On top of that sits Title 24, which sets cool-roof reflectance requirements on many projects, and on the coast a salt-laden air that corrodes fasteners and flashings far faster than inland.

Fire, code and coast
A Class A fire rating describes the whole assembly, not just the covering, and that distinction is where a lot of California roofs go wrong. Ember-resistant vents, properly closed tile ends and non-combustible eave detailing are what actually stop an ember intrusion, and none of them are visible in a photo of a finished roof.
Coastal work has a separate discipline: stainless or properly coated fasteners, and flashing metals chosen for salt exposure rather than for cost. Galvanised steel that would last decades inland can fail in a few years within sight of the ocean.

Not on its own. The fire rating applies to the complete assembly, including the underlayment and deck beneath it. A Class A covering over the wrong build-up does not give you a Class A roof, which matters both for code and for insurance.
Title 24 is the state energy code, and parts of it set minimum solar reflectance for roofing on many projects. Whether it applies depends on your climate zone, building type and the scope of work. We check it at the estimate stage rather than after installation.
