An ice dam forms when heat escaping into the attic melts snow on the upper roof, the meltwater runs down to the cold eave beyond the heated envelope, and refreezes there. The ridge of ice that builds up holds the next round of meltwater against the roof until it finds a way under the shingles, which shed water but do not seal against standing water.

The fix is rarely on the roof. It is insulation and ventilation: stopping the heat getting into the attic in the first place, and keeping the attic cold enough that snow on the roof does not melt from below. Ice-and-water shield at the eaves is the backup for when it happens anyway.
